They are designed specificaly to be used outside, particularly gas patio heaters. You need to get either an indoor heater or one of the indoor/outdoor heaters, although these tend to be a bit more expensive. When you refer to Obama, are you referring to the White House heating and cooling bill? Al Gore pays in excess of $30,000 per year in heating bills for his Tennessee home, but, I can imagine the White House is much less efficient in terms of power use.
